This piece is rather excessively cross-hatched, and would be difficult to tone. Bucket fill or Magic Wand Edit Fill would be nearly impossible, and an under-layer painting would negate the advantage of computer precision. Why do you need computer toning for this piece anyway? It's already cross-hatched! I can't crosshatch very well, so that's why I adopted the use of Zip-A-Tone in high school.
Stuff like this image on the left is common in certain circles, but no matter how well you tone it, it will never look good. This style usually uses extensive inking or crosshatching for contrast. Toning just darkens and blurs art like this, instead of adding a nice note of polish.
